[Bug] Planning mode: Orchestrator continues working instead of waiting for subagents

Bug Description
In planning mode, while the orchestrator waits for sub-agents to explore the code—and states that it is waiting—it continues to perform work on its own instead of simply waiting; this work is often redundant. This behavior did not occur previously, so I believe it is a bug introduced by recent versions of Claude Code.
