[BUG] Plan Window Closes When Choosing to Keep Planning in VS Code

What's Wrong?

When in Plan Mode and a plan is presented, I want to keep planning by correcting the plan details. If I choose 3. Keep Planning (which is the only way to type a response) the plan window closes and I can't reference it any longer. The plan should remain open so at least it can be referenced.

What Should Happen?

The plan window should remain open for reference

Steps to Reproduce

1. Enter plan mode and create a plan
2. Review the plan in the secondary open window
3. choose "3. Keep Planning" and the window closes
