[BUG] Send feedback and keep planning is not visible after 10+ comments

What's Wrong?

There is no blue button:

Zoom out to the mooooon and see the button:

What Should Happen?

1. Button should be always visible.
2. Comments should have scrolling or pagination.

Steps to Reproduce

1. Enter Plan mode.
2. Leave 20 comments on plan (which opens in new VS Code Panel).
3. See that button is missing.
