[BUG] Cowork tab missing / not available on Windows 10 Pro despite all virtualization confirmed enabled (recurrence of #27316)

What's Wrong?

Version: Claude 1.22209.0 (77c938), dated 2026-07-16 — this confirms the bug is still present on a recent build

OS: Windows 10 Pro

Virtualization status:

VirtualMachinePlatform: Enabled
vmcompute, hns, CoworkVMService: all Running

Steps taken:

Full clean reinstall performed with Administrator privileges (UAC prompt accepted during install)
Confirmed via PowerShell that all required services are running
Only "Chat" and "Code" appear in the app — no Cowork option anywhere near the message box or navigation

Result: Despite full virtualization support confirmed at every level, the Cowork tab never appears. Same symptom as reported in this and related issues.
