[BUG] Cowork "Virtualization is not available" on Windows 11 with Hyper-V enabled

Cowork shows "Virtualization is not available — Claude's workspace requires Hyper-V, but the virtualization service isn't responding" on Windows 11 despite Hyper-V being enabled.
Steps to reproduce:

Open Claude Desktop on Windows 11
Click the Cowork tab
Error appears immediately

System info:

OS: Windows 11
Hyper-V: ✅ Enabled (via Windows Features)
Restarted multiple times: ✅

Expected behavior:
Cowork should detect Hyper-V and launch normally.
Additional context:
Same issue reported in #29532 and #30997.

What Should Happen?

Cowork should detect that Hyper-V is enabled and successfully launch its workspace VM without errors.

Error Messages/Logs

Virtualization is not available — Claude's workspace requires Hyper-V, but the virtualization service isn't responding. Restart your computer to resolve this.

Steps to Reproduce

  1. Open Claude Desktop on Windows 11
  2. Click the Cowork tab
  3. Error appears immediately: "Virtualization is not available"

Additional Information

Same issue reported in #29532 and #30997. Hyper-V was enabled via Windows Features and computer was restarted multiple times. Issue persists.
