Browser pane blocks shopee.co.id with "blocked by policy"

Description:
Tried opening https://shopee.co.id in the Claude Code Browser pane (via preview_start / navigate) and got:

https://shopee.co.id is blocked by policy and cannot be opened in the Browser pane.

No indication of why it's blocked (marketplace category? checkout risk? explicit domain blocklist?) or whether there's a way to allowlist it for legitimate read-only use (e.g. checking own store listings, price monitoring for an owned Shopee seller account).

Ask: Either document which domain categories are blocked and why, or provide a way for users to request/allowlist specific domains for their own legitimate business use (own seller dashboard, own store pages).

Repro:

1. Open Claude Code with Browser pane tool available.
2. Call preview_start (or navigate) with url https://shopee.co.id.
3. Observe navOk: false / "blocked by policy" error.
