[FEATURE] Allow users to manually select and attach commit/branch chips

Problem Statement

I have accidentally closed out chips that were attached to transcripts. With that accident, removed the ability to Auto-fix CI and address comments.

Proposed Solution

I'd like to be able to manually attach a branch to a transcript. So then we can have granular control over certain functionality like Auto-fix CI and address comments.

1. I accidentally close the commit chip attached
2. No ability to bring it back and lose the options contained with the chip.

OR

1. The wrong branch gets attached automatically
2. Need the ability to remove the wrong branch and attach the correct one.
