[Desktop] Default worktree OFF for suggested-task chips; choosable base branch for Changes panel PR button

1. Suggested-task chip: worktree toggle is always ON by default
When starting a session from a suggested-task chip (spawn_task), the "Worktree" switch in the launch popover is always ON. I don't use worktrees in my repos (I use GitButler in place), so I have to turn it off every single time.
Request: a setting to make the worktree switch default to OFF (or remember the last choice per project).
2. "Create PR manually" in the Changes panel: no way to choose the base branch
The Changes panel diffs against main and its "Create PR manually" button has no base-branch option. Our repos use dev as the integration branch.
Request: let the user pick the base branch (or configure a default base branch per repository) for both the diff count and the PR button.
