[BUG] Weekly usage limits not updated after upgrade from Max 5x to Max 20x — account still enforcing 5x caps

What's Wrong?
On 2026-07-09 at ~16:00 CEST (Berlin) I upgraded my Claude subscription from Max 5x to Max 20x. The prorated charge processed successfully and my plan now displays as Max 20x in Settings. However, my weekly usage meters did not recalculate to the new tier. They still read >90% on "all models" and >90% on Fable — identical to the values shown immediately before the upgrade.
If the weekly caps had actually increased to the Max 20x tier (~4× the Max 5x budget), the same already-consumed usage should re-display at roughly ~1/4 of the previous percentage. Instead the percentages are unchanged — indicating the account is still enforcing Max 5x weekly limit values despite the plan showing Max 20x.
I have logged out and back in on both claude.ai (web) and the Claude desktop app. The issue persists identically on both surfaces.
Same failure mode as:
- #43118 — weekly meter stuck on Max 5x after upgrade to 20x; persisted several days; required backend correction of account limit values.
- #58101 — session limit updated correctly but weekly caps stayed at old tier.
What Should Happen?
After upgrading to Max 20x, the weekly limit values should update to the Max 20x tier, and already-consumed usage should re-display against the higher caps (roughly ~1/4 of the previous percentage).

Steps to Reproduce
- Be on Max 5x with high weekly usage (>90%).
- Upgrade to Max 20x mid-cycle.
- Observe: plan shows 20x and the session (5-hour) limit updates, but the weekly meters remain frozen at the pre-upgrade percentages.
