[Bug] API rate limits not applied after plan upgrade from 5x to 20x

Bug Description
upgrade from Max 5x to 20x but still got 5x limits
before upgrade, almost reached weekly limits in 3 days. decided to upgrade 5x -> 20x. now after 28 hours, already at 24% weekly limits. literally same 5x limits, not 20x limits.
