Why this is a false positive
Legitimate mobile-development and GPS-testing work on the user's own device (installing an APK, systemizing it via a standard packaging module, and setting a mock test location through the app's own UI) was interrupted mid-session by a Usage Policy content block. The task involved no attack, no unauthorized target, and no real person — only device automation and a location-spoofing test app the user controls — so the flagged request is benign, in-scope engineering work. The block halted an entire productive coding session, which makes this a disruptive false positive.
