[Feature Request] Add read-only mode for document review without tool execution

Bug Description
I'm trying to have Fable 5 just read a runbook document, which is just very basic instructions of doing an upgrade. And it is not touching anything that's secure or classified or dangerous at all. And there's no requirement for coding or anything that should kick its parameters. It is really just reading a document and making sure the document makes sense.
