[Feature Request] Add MANAGE mode for instruction generation and work review without code execution
FEATURE Description
This is feedback for Claude Code Desktop (CCD):
TLDR; Add a MANAGE mode in addition to _ASK_, _CODE_, and _PLAN._
I like to use CCD as a manager for Claude Code terminal where its job it to write an INSTRUCTIONS.md file in the project directory and then to review the work that the terminal version did for me by me pasting the summary in for it to review. That way I am in control of all sessions.
However, when in plan mode CCD wants to exit and immediately start working and I constantly have to reminded it to ONLY write INSTRUCTIONS.md.
Further, in plan mode it cannot write to INSTRUCTIONS.md until after I exit plan mode and so then I have to stop it from trying to work.
A MANAGE mode would allow it to write to user-predefined markdown files in the project directory without having to get permission each time, without having to exit manage mode, _and_ without ever trying to write code itself.
