[BUG] Code conversation history disappeared after Max plan expired and auto-downgraded to Pro (Desktop App)

What's Wrong?
What happened:
My Max subscription expired and auto-downgraded to Pro. After this, the Code tab in Claude Desktop App shows no conversation history / recent projects. Chat tab and Projects (left sidebar) both display normally — only the Code tab is affected.
Steps already taken:
Fully quit (Cmd+Q) and reopened the app — no change
Logged out and logged back in — no change
Confirmed underlying data is intact: ~/.claude/projects/ still contains all session .jsonl files with correct recent timestamps
Confirmed claude --resume in terminal correctly lists all past sessions (PVL, SME台灣出海 projects), proving data is not lost, only not displayed in the desktop app's Code tab
Environment:
Plan: Pro (downgraded from Max)
Platform: macOS
Affected feature: Claude Desktop App → Code tab only
Expected behavior:
Code tab should display the same session history regardless of plan tier, consistent with how Chat history is account-tied and persists across plan changes.
Related issue: This may be related to #62997 (Code chat history wiped while Chat history survives), though in this case the trigger was a plan downgrade, not a reinstall.
