[BUG] Weekly usage limit draining 10x faster than normal after June 19 reset

What's Wrong?
Issue:
- Within 10 minutes of the weekly limit resetting, I had already consumed ~2% of my weekly quota through basic text conversations only
- The same unusually fast depletion occurs on both Claude.ai web and Claude Code CLI simultaneously
- No API errors or retries are occurring
- No large projects, file uploads, or code generation are involved — purely text chat
- This consumption rate is approximately 10x faster than what I experienced previously under normal usage with similar workloads
Context:
- Today (June 19) Anthropic reported two API incidents (06:07 UTC and 08:17 UTC). Both were marked resolved
- My usage had also been draining abnormally fast throughout June 19 before the reset
What Should Happen?
No more than 5 plain text requests should only consume about 2% of the five-hour credit limit, based on the normal consumption rate.

Steps to Reproduce
Setting the effort of the Sonnet 4.6 model to high will immediately consume 1% to 2% of the five-hour credit limit for five requests, whether in a new session on the CLI or a new session on the web, even a simple "im here" reply. No more than five requests within ten minutes will consume 10% to 20% of the five-hour credit limit.
