[Bug] Workflow interrupted due to weekly usage limit spike, cached tokens not applied on resume

Bug Description
My workflow was unexpectedly interrupted when my weekly usage limit spiked to 100% and stayed there for several hours (now back to 70%). On resume, the continuation is counted as new input tokens instead of cached tokens, which is both a time loss and an unfair hit on the usage limit. Please investigate.
