[Bug] Unexpected quota consumption spike without usage pattern changes

Bug Description
One message consumed more than 30% of my quota. Also, last week I was using the plan normally and never hit the limit. This week, even though my usage hasn't changed at all — I always hit the limit quickly and my usage pattern hasn't changed — I'm hitting it much faster.
