[BUG] Dispatch "Pairing failed" — Windows 11, never paired, persists after clean reinstall (server-side reset needed)

What's Wrong?

Dispatch has never successfully paired on this device. Every attempt returns "Pairing failed" on the mobile app (iOS). No connection has ever been established. This appears to match the server-side stuck pairing-state class in #67303, #46391, and #45937 — local troubleshooting does not resolve it.
Environment

Desktop Claude 1.13576.0 (1290fc) 2026-06-16T05:46:10.000Z,
Windows 11 26200.8655
Mobile: Claude for iOS (latest, updated immediately before testing, also uninstalled and reinstalled here)
Account: (confirmed identical on both devices)
Network: both devices on same Wi-Fi SSID, VPN disabled both ends

Troubleshooting already performed (none resolved it)

Full client-side reinstall: Remove-AppxPackage for Claude package, reboot to flush a wedged AppX deployment queue (uninstall had stalled at 99% in Settings; a concurrent unrelated MSIX uninstall stalled identically, confirming a subsystem-level deployment jam, not package corruption — reboot cleared both)
Verified package-level removal before fresh install (Get-AppxPackage returned empty)
Fresh install of current desktop build from claude.ai/download
Desktop Dispatch toggle confirmed on; Cowork initialized (files at C:\Users\gregz\Claude)
iOS app updated to latest
Same account confirmed on both devices
Same Wi-Fi, no VPN

Request

Given a clean reinstall does not clear the state, please force-reset the Dispatch pairing / desktop registration server-side for this account, or advise the client-side action that triggers re-registration.
