[Bug] Claude ignores custom directives in ~/.claude/CLAUDE.md config file

Bug Description
Claude explicitly ignored the ~/.claude/CLAUDE.md directive:
Em dash - FORBIDDEN CHARACTER
NEVER output the — character (em dash, U+2014). Zero exceptions, in any context.
If you catch yourself about to write —, stop and use a comma, semicolon, or rewrite the sentence.
This rule overrides any stylistic preference. Check every sentence before outputting.
Every time i launch claude code, it always use the em-dash.
