[Bug] Claude ignores project directives and configuration settings across multiple levels

Bug Description
Claude repeatedly violates almost all directives regarding development processes. Regardless of on how many levels of project and user settings they are stated, or how much CLAUDE.mds are stripped or instructions repeated.
