[Bug] Rate limiting or model access restriction prevents continued work session after extended usage

Bug Description
i am consolidating my own home network documentation. your claude-fable-5 after 2 hours of work has decided to disallow me doing that. I cant drop to a lower model. i will lose my work FFS. THIS IS MY OWN HOME NETWORK
