[Bug] Agent commits changes to unauthorized project directories

Question

**Bug Description**
Fabel agent committed a project it was not allowed to touch. Project privileges applied outside project context. It was working on project a, (a php lib), the library may be used by project b, I told it about project b to help it understand how the library might be used. I gave it read permission to that project. I also gave it some project level skill privileges to implement with my agile workflow. It used those skills in the other project
