[BUG] Dispatch permanently stuck "asleep" on Windows 11 — server-side session not recovering

What's Wrong?
Dispatch shows "asleep" / "Can't reach your desktop" on mobile and will not reconnect to my Windows desktop. The desktop generates a fresh QR code after local reset, but the mobile app skips the scan flow and goes straight to the stale "asleep" Dispatch conversation — indicating a stuck session server-side, not locally.
All local troubleshooting completed without resolution:
- Signed out and back in on both devices (desktop first)
- Deleted bridge-state.json from %APPDATA%\Claude\
- Deleted the Dispatch conversation from the menu
- Fully quit and relaunched Claude Desktop
- Uninstalled and reinstalled the Claude mobile app
- Confirmed desktop-commander MCP server is running (green)
- No VPN active

What Should Happen?
Mobile pairs with desktop via QR code scan and Dispatch shows "online"
Error Messages/Logs
bridge-state.json contained stale remoteSessionId: session_015Lq7Ev1G4sehrwgASrjLGP and environmentId: env_01RMLQrQ8tRijdwj3ZMv16H6. Deleted file, desktop regenerates QR, but mobile still skips scan and reopens dead session.
Steps to Reproduce
- Open Claude Desktop on Windows 11 (Cowork → Dispatch)
- Delete bridge-state.json from %APPDATA%\Claude\
- Restart Claude Desktop — fresh QR code appears
- Open Claude mobile app → Cowork → Dispatch
- Mobile skips QR scan and opens stale "asleep" session instead
