Problem Statement

Currently, Claude Chat project memory and custom instructions are completely
separate from Claude Code's memory system. Users who develop in Claude Code
for purposes defined in Claude Chat projects must manually copy-paste context
between the two systems.

Proposed feature: Allow users to optionally link a Claude Chat project
with a Claude Code project directory, so that project instructions and memory
can be selectively synced — chosen by the user on a per-project basis.

This would eliminate manual context transfer and ensure consistency between
analysis/planning done in Claude Chat and implementation done in Claude Code.
