[BUG] Usage limit reached in Claude Code despite 0% usage shown in Settings

What's Wrong?

Claude Code shows "Usage limit reached" error, but claude.ai/settings/usage
shows Current session: 0% used and Weekly limits: 0% used.

Steps to reproduce:

  1. Open Claude Code (desktop app)
  2. Try to send any prompt
  3. Immediately get "Usage limit reached" error

Expected behavior:
Claude Code should work normally since both session and weekly limits show 0% used.

Actual behavior:
All input is blocked with "Usage limit reached".
Tried claude logout → claude login, issue persists.
Claude.ai web interface works normally on the same account at the same time.

What Should Happen?

Claude Code should accept prompts normally since both Current session
and Weekly limits show 0% used in claude.ai/settings/usage

Steps to Reproduce

  1. Open Claude Code (desktop app) while claude.ai/settings/usage shows 0% used
  2. Type any prompt and press Enter
  3. Immediately receive "Usage limit reached" error
  4. Tried claude logout → claude login → same error persists
  5. claude.ai web interface works normally on the same account simultaneously
