Missing .claude-plugin/plugin.json manifest for plugin-dev plugin

The \plugins/plugin-dev/\ directory has no \.claude-plugin/plugin.json\ manifest file. Every other plugin in the repository has one. The directory contains only \^Ggents/\, \commands/\, \README.md\, and \skills/\. Without a manifest, this plugin cannot be discovered or installed through normal plugin mechanisms.

The marketplace.json (\.claude-plugin/marketplace.json\, line 107) references it as a source but it has no manifest to register its components.
