Missing .claude-plugin/plugin.json manifest for plugin-dev plugin

The plugins/plugin-dev/ directory has no .claude-plugin/plugin.json manifest file. Every other plugin in the repository has one. The directory contains only ^Ggents/, commands/, README.md, and skills/. Without a manifest, this plugin cannot be discovered or installed through normal plugin mechanisms. The marketplace.json (.claude-plugin/marketplace.json, line 107) references it as a source but it has no manifest to register its components.
