Found the root cause: the
plugin-devdirectory has no.claude-plugin/plugin.jsonmanifest file.Every other plugin (12 total: feature-dev, hookify, security-guidance, ralph-wiggum, etc.) has
.claude-plugin/plugin.json. Theplugin-devplugin has the directory structure (skills/, commands/, agents/), a README, and a marketplace.json entry — but no manifest.Without
plugin.json, Claude Code's plugin auto-discovery skips the directory. The plugin cannot be loaded even though all its content is present.Fix
