"Out of usage credits" banner shown while session and weekly limits both have headroom

Summary
Claude Code shows an "Out of usage credits" banner with an Upgrade button, but the Usage panel shows plenty of headroom on every limit.
What I see
- Banner in the composer: "Out of usage credits" with an Upgrade button
- Model selected: Opus 4.7 · Max
- Plan: Max (5x)
Usage panel at the same moment:
- Current session: 39% used, resets in 1 hr 19 min
- Weekly All models: 76% used
- Weekly Sonnet only: 1% used
- Weekly Claude Design: 0% used
- Daily included routine runs: 0 / 15
No single bucket is at 100%, so the banner appears to be wrong.
Expected
Either the banner should not appear (if no limit is actually hit), or the Usage panel should reflect which bucket triggered it.
