[BUG] "Weekly limit approaching" warning shown despite only 26% weekly usage

What's Wrong?
I have searched existing issues and this hasn't been reported yet (related: #11796, now locked)
Claude Code displays the warning "Wöchentliches Nutzungslimit fast erreicht"
("Weekly usage limit almost reached") even though the detailed usage panel
clearly shows only 26% of the weekly limit has been consumed.
What Should Happen?
The warning should only appear when actually approaching the weekly limit.
Error Messages/Logs
Warning is shown at 26% weekly usage. The detailed panel shows:
- Context window: 6% (61.9k / 1.0M)
- 5-hour limit: 31% · Reset in 4h
- Weekly · all models: 26% · Reset in 6 days
- Sonnet only: 0%
Model in use: Opus 4.8 (256k context), priority mode
Steps to Reproduce
- Use Claude Code with Opus 4.8
- Observe warning banner despite low usage percentages
