[Bug] Claude Code panel only works in C:\Users\[username] directory, fails in other locations

**Bug Description**
Claude CLI → Works perfectly, works with any folder
VSCode extension CLAUDE CODE panel → Only the C:\Users\Users window works, all others fail.
