[BUG] Trust prompt re-appears every session for home directory (C:\Users\<username>)

What's Wrong?

Body:
Claude Code version: 2.1.114
OS: Windows 11 Pro

Behavior: When starting Claude Code with C:\Users\rdsta as the working directory (home folder), the "Quick
safety check" trust prompt appears on every new session, even after selecting "Yes, I trust this folder."

Expected: Trust answer should persist across sessions, as it does for other project directories.

Workaround: Manually select option 1 each session.
