[BUG] Routines do not recognise installed Claude app

What's Wrong?

Claude GitHub App is installed on VilemKurz/cdn-apns-vapor with read/write to hooks, PRs, workflows, etc.
Repository explicitly selected (not "All repositories")
Routines UI still shows "Install the Claude GitHub App" error when setting a PR-opened webhook trigger

What Should Happen?

I should be able to set up remote routine for github events on this repo.

Steps to Reproduce

1. install github Claude app
2. add it to a repo
3. locally, or on the web, try to create a remote routine on that repo, with a github event trigger.
