[FEATURE] Push changelog to GitHub Releases

Problem Statement

When a new release happens, I check https://code.claude.com/docs/en/changelog for the changelog. However, I often consume changelogs and watch for releases directly on GitHub.

Proposed Solution

Given that https://github.com/anthropics/claude-code already exists, I would love to watch it for releases that trigger GitHub notifications, with a convenient link to that release's details and this version's changelog entry. I think it's a nice convenience feature and would match Claude Code's level of polish in terms of things and developer experience.
