[BUG] Enter key executes suggested user action when prompt out of view

What's Wrong?
Actual:
A) Shell jumps to bottom of session to display prompt entry area (Good)
B) Prompt entry area is populated with a suggested prompt "Commit this" (Okay, not great. Simply scrolling up should not indicate readiness to commit)
C) Prompt is executed, without user having ever asked for a commit or even seeing the suggested prompt (Very Bad)
What Should Happen?
Expected
A) Shell jumps to bottom of session to display prompt area

Steps to Reproduce
1) Claude makes some edits and thinks it's ready to commit
2) User scrolls shell window up (cannot see prompt entry line)
3) User presses Enter key
