What's Wrong?

API Error: Server is temporarily limiting requests (not your usage limit) · Rate limited

The review never produced any findings. The rate-limit message explicitly states it's server-side, not a user-quota issue.

Expected: credit should not be deducted when a review fails before producing a report due to server-side throttling.

Actual: counter dropped from "Free ultrareview 1 of 3" to "Free ultrareview 2 of 3" despite zero output.

Request: refund the credit so it can be re-spent on a successful review run.

Environment: Claude Code on macOS, ttys local invocation.

What Should Happen?

A review run that fails before producing any output due to server-side rate-limiting (explicitly "not your usage limit") should not consume one of the user's three free ultrareview credits. The credit should be preserved and reusable on a successful run.

The free credit counter is the only signal of consumption — it dropped from 1/3 to 2/3 across the failed run. No corresponding refund or retry-without-charge appeared.
