/ultrareview free credit consumed despite remote session timeout (no output produced)

Free /ultrareview credit was consumed for a session that timed out after 30 minutes without producing any output. The retry was forced to use my last remaining credit, which is quite frustrating — I've effectively lost a review I never got to use.
Failed run:
- Task ID:
r6c4d3ecq - Target:
caiohdf/atendya#143 - Session URL: https://claude.ai/code/session_013ntzwqqAwGbgtSTTep1ELp
- Notification body:
Remote review failed: remote session exceeded 30 minutes
Expected: A failed run that produces no output should not consume a free credit (or should be auto-refunded).
Actual: Quota dropped from "2 of 3" → "1 of 3" after the failure, then the second retry consumed the final credit ("3 of 3"), leaving zero remaining despite only one successful review.
Asks:
- Refund the credit lost to the timeout.
- Either raise the cloud-session timeout for large diffs (this PR has 60 commits ahead of main) or fail-fast with a clearer error before consuming the quota.
Environment:
- Claude Code version: 2.1.121
