[Bug] Session rate limit enforced incorrectly before 50% threshold reached

Bug Description
first of all , im using clude in termenal , my usage is 51% for both session and weekly , and the session will be reset after 50 min at 8 pm , for some reson the termianl is showing that the session has hit the limit and i will not be aple to use it until 11:40 pm . i reset the terminal , close it . still im facing the same issue
