[BUG] Cowork incorrectly returns "API Error: Rate limit reached" immediately

What's Wrong?
Cowork returns "API Error: Rate limit reached" immediately on every action. I have not used Claude recently and am well within my usage quota. Claude.ai chat works normally on the same account.
What Should Happen?
Cowork processes requests normally within plan limits.
Error Messages/Logs
Rate limit error fires instantly on every action "API Error: Rate limit reached", every session — no processing delay, no partial response.
Steps to Reproduce
Every time I type a prompt in Cowork, I get this error. Things I've tried:
- Signed out and back into Claude Desktop
- Quit session, reopened, and compacted immediately
- Updated Claude Desktop to the latest version
- Contacted support via email and in-app — no response received

Additional Information
- Claude.ai chat works fine on the same account, same machine
- Usage dashboard shows no activity justifying a rate limit
- This matches the exact behavior in #33120, #33293, and #34068, all identified as account-level server-side rate limit state corruption
