[BUG] `/claude-api` immediately fails with "Context limit reached" in a fresh session

What's Wrong?

In a brand new Claude Code session with no prior conversation history, typing /claude-api immediately fails with:

Context limit reached · /compact or /clear to continue

What Should Happen?

claude should use claude-api skills successful ............

1. Start a new Claude Code session
2. In the empty session, enter: /claude-api
3. Observe the error: Context limit reached · /compact or /clear to continue
