[BUG] Billing: Error 15WQOCG creates duplicate workspace with double billing — support unresponsive for 30 days

What's Wrong?
On March 22, 2026, while creating a Team workspace, I encountered error code 15WQOCG. The UI displayed an error suggesting the workspace creation had failed. I attempted to create the workspace again — it succeeded. However, the first workspace had also been created and billed silently in the background, resulting in double billing.
Impact:
- Two Team workspaces were created and billed for the same account

Support experience — 30 days, zero human response:
- Four emails to support@anthropic.com — only automated bot responses
- 2. In-app support tickets (Conversation IDs: 215473999554323, 215473999729250) — bot only, no human transfer despite repeated requests
- 3. Bot (Fin AI Agent) gave contradictory response: claims both that "a refund has already been provided" AND that the account is "not eligible for a refund" — in the same message
- 4. Bot refuses to transfer to a human agent and loops endlessly on the same scripted response
- 5. No phone number, no live chat with a real person, no escalation path available
This is a billing platform bug, not a user error. Error 15WQOCG should not silently create and bill a workspace while showing a failure message to the user.
What Should Happen?
Error 15WQOCG should not silently create and bill a workspace while showing a failure message. Cancelled workspaces should not generate new charges. Billing disputes should be handled by a human within a reasonable timeframe.

Steps to Reproduce
- Create a Team workspace on claude.ai
- 2. Encounter error 15WQOCG during creation — UI shows failure
- 3. Assume creation failed (as the UI suggests) and retry
- 4. Both workspaces are created and billed
- 5. Cancel the duplicate workspace
- 6. Get billed again on the next cycle for the cancelled workspace
