What's Wrong?

Hit "Out of extra usage" after only 9 days on Max plan. No ANTHROPIC_API_KEY set. Using Claude Code desktop app logged into Max subscription only. Usage was consumed from extra usage bucket instead of plan allowance. Support conversation ID:215474243644319. Related to issue #45203

What Should Happen?

Max Plan usage should draw from my monthly subscription, not the extra usage bucket.

Steps to Reproduce

  1. Subscribe to Max Plan
  2. Install Claude Code Desktop App
  3. Log in with Max subscription account (no API key set)
  4. Use Claude Code normally for 9 Days
  5. Receive "Out of extra usage" error despite being on Max plan with no API key configured
