[Feature Request] Clear Context and Accept plan is missing from Claude Desktop

Bug Description
showClearContextOnPlanAccept: true in ~/.claude/settings.json shows the "clear context" option on the plan accept screen in the Claude Code CLI, but the option does not appear in the Claude Code desktop app. Expected: both surfaces honor the setting.
