[BUG] Charges extra usage tokens instead of session's tokens

What's Wrong?

I set $20 limit for extra usage.
I waited for 5-hour-session reset. after reseting, requests to claude code (vs extension) were charging money from extra usage, instead of using tokens of the reseted session. so I have lost about -$13

What Should Happen?

It is supposed that requests should charge tokens from extra usage only if no tokens are available in the current 5-hour-session
