[Feature Request] Support image attachments in AskUserQuestion "Other" option

Summary

Allow users to attach images when selecting the "Other" option in the AskUserQuestion tool's free-text input.

Motivation

When Claude asks clarifying questions with AskUserQuestion, users often need to provide visual context (screenshots, mockups, diagrams) as part of their answer. Currently, the "Other" option only accepts plain text, forcing users to:

1. Select "Other" with a placeholder text
2. Send a follow-up message with the image
3. Re-establish context

This breaks the flow and adds friction.

Proposed behavior

• Allow image paste / drag-and-drop into the "Other" text field, similar to the main chat input
• Attached images should be passed to Claude alongside the text answer

Use cases

• Design review: "Which layout do you prefer? [A] [B] [C] [Other: <attach sketch>]"
• Bug reports: "Where does the issue occur? [Login] [Dashboard] [Other: <attach screenshot>]"
• Data tasks: "Which file format? [CSV] [XLSX] [Other: <attach sample>]"

動機
