[BUG] Claude code is excessively aggressive in closing tickets on this site, resulting in impossible to report issues

What's Wrong?

In this repository on github.com, Claude code, with [github-actions] closed my issue because it was deemed a duplicate of another one. However, the I submitted my issue because the "duplicate" one was closed and locked for inactivity, and there were instructions to "If you're experiencing a similar issue, please file a new issue and reference this one". So I did, but it got quickly closed because the old original is a duplicate, and provide instructions to "If this is incorrect, create a new one". I assume that one would also get closed promptly because it's another duplicate. Is there a way out of this loop?

What Should Happen?

Closed issues, especially those closed for inactivity, should not be a reason for closing new ticket as duplicate.

Steps to Reproduce

Create a new ticket on github.com and reference an old ticket closed for inactivity. Watch it get closed as being a duplicate with this signature in the closure message "🤖 Generated with Claude Code"
