[BUG] FALSE indication that limit has been reached. Primary quota fully available. Extra usage not relevant, yet error indicated that it is the blocker.

What's Wrong?

Getting this error despite repeated logout / login attempts -- this seems like a bug extra usage should not matter if primary usage is at 6%. I'm not the only one seeing this bug occur.
