[Bug] Token usage rate calculation may exceed weekly limits unexpectedly

Bug Description
I'm using the $200 MAX plan, but I've used up more than half of my weekly limit much faster than before. Could this be related to the following bug?https://x.com/lydiahallie/status/2038686571676008625
In any case, this is disrupting our operations, so we request a swift reset of the limit and a correct implementation of token restrictions.
