[Bug] Sonnet agents exceed token limits in workflows at 31.5k tokens

Bug Description
My sonnet agents in workflows get stuck exactly at 31.5k tokens. as per claude investigation
- Root cause found (5 attempts in): not concurrency, not orchestration — general-purpose agents at high effort ignore "no Bash / one-shot", wander, hit 250KB transcripts, never reach Write. Caught one mid-Bash-call
