[Bug] Rate limit calculation incorrect for Claude Sonnet usage

Bug Description
During this session week which ends at Apr 8, I used sonnet very infrequently to save tokens - averagely 2-3 request per hour. Never reached my 5-hour limit.
The requests were basically about creating short design doc and reviewing the coder's implementation work.
10 hours ago my weekly limit is already 93%.

The 5-hour limit calculation and weekly limit calculation must be so wrong. I have a local GPU environment so that I can avoid only using claude hosted models. But only reviewing/designing by sonnet consumes tokens/limit way too fast. A simple review request normally eat up 10-13% of the 5-hour limit which is why I can only submit 2-3 requests per hour.

The weekly limit is being consumed even faster than the 5-hour limit.

This has happened since the begining of Apr. I have used another claude max subscrpition account for almost a year and it also has the similar issue.
